Canada Won't Meet 2020 Carbon Emission Targets, Report Says

(Globe and Mail ) Canada is falling well short of its international commitment to reduce greenhouse gases and will need major new action to offset rising oil industry emissions and meet the 2020 target adopted by the Harper government, Environment Canada said Thursday.
