The Clean Cars for All program is offering up to $9,500 for the purchase or lease of an EV or hybrid vehicle for Bay Area residents who qualify. Simrun Dhoot, a spokeswoman for the Bay Area Air Quality Management District, answered some questions about the program for CleanTechnica
